Gordon Wants to Tax Texting So He Can Raise Teacher Salaries and Give Each Student a Kindle, Good Idea or Bad?

I just read this article on the Inquirer:

Richard Gordon wants to tax texting so he can increase teacher salaries and give each elementary student a Kindle. If you don't know what a Kindle is, it's an e-reader from Amazon.com.

Let's analyze this. First of all, politicians say and promise everything and anything you want to hear to get your vote. Do you think a Philippine president can just tax the people without going through congress?

Who will benefit from this tax and who will be negatively affected? Who will agree and disagree to tax texting?

The Philippines should make Economics a mandatory course in all years of high school. Filipinos should learn how the economy works, how to handle money and how financial and banking systems work so they cannot be easily fooled by politicians.

Anyway, what do you think about this texting tax? Good idea or bad? Please explain why.

The objective is good especially raising the salaries of teachers. But to me this could be achieved if the losses(billions of pesos) due to corruption in the government is stopped.
